SimWright to Receive Phase II SBIR Award

SimWright Inc. of Navarre Beach Florida has been notified by the Federal Highway Administration, Volpe Research Center that they will be the recipients of a $750,000 Phase Small Business Innvovative Research grant to be awarded within the next month. This award is to continue prototype development of an Automated System for Highway Driveway Access permitting.

For the past three years SimWright has been working with the Florida Department of Transportation to use high resolution stereo imagery to decrease the cost of collecting roadway inventory and planning data. By adapting processes previously used for precision munitions targeting, SimWright has developed a process to provide highly accurate data together with tools for transportation operations at greatly reduced costs. By adapting these tools and processes, SimWright hopes to provide a system to improve the means by which state highway agencies assess highway development alternatives.

The proposed system will provide government agencies, developers, and engineering companies with accurate information and tools via a web enabled application. The prototype will provide connectivity between high resolution imagery and databases containing geographically referenced data such as parcel and land use databases. The system is designed to allow engineering firms to submit their permit applications including site plans and engineering data via the internet. It will also provide both the permit applicants and the permit reviewers to access pertinent information from various database sources in order to make more informed planning and approval decisions.

This Phase II effort follows a highly successful Phase I effort during which a number of prototype technologies were demonstrated. These technologies are already being used in Northwest Florida by Okaloosa County and by the Florida Department of Transportation. Okaloosa County is using an application called StereoGIStm to collect 3 dimensional stormwater management information for use in the county’s geographic information system.

StereoGIStm provides data compatible with the industry standard ArcViewtm geographic database product and has allowed data collection at an affordable cost. The Florida Department of Transportation is using the technology on three pilot roadway resurfacing projects to collect survey data directly from 3D stereo imagery in lieu of conventional survey.

SimWright was founded in 1997 by a small group of computer modeling and simulation professionals with extensive backgrounds in computer visual modeling and in the processing of photogrammetric data for military use in precision targeting. Their goal was to make advanced geospecific visualization technologies affordable for civilian applications. In so doing they hoped to enable broader use of these technologies in state and local government as well as in the engineering and planning firms supporting these agencies. Using a combination of internal funding and Federal Small Business Innovative Research grants, SimWright has successfully developed a number of tools that dramatic decrease the cost of producing photogrammetric data and 3D visual simulations while at the same time providing greater accuracy and resolution.
